Sir,
Customs to Foreign Office.--(Received February 28.)
Customs House, February 27, 1912. I AM directed by the Board of Customs and Excise to forward copy of a letter addressed to the collector of this revenue at Liverpool, in which Messrs. Czarnikow and Co. enquire whether Formosan sugar is to be regarded as bounty-fed.
A similar enquiry was addressed to your department by Messrs. Mitsui and Co. in August last (Foreign Office, No. 34188/1911), and they were informed in the terms of Mr. Mallet's letter of the 8th September that "as Japan has been declared by the Permanent Commission to accord bounties on certain classes of sugar, no Japanese sugar of any kind can be utilised in the manufacture of refined sugar for which the (usual export) certificate is required."
As Japan is understood to include Formosa, Formosan sugar would be regarded in this department as ineligible for the issue of an export certificate of origin, but in view of the Colonial Office letter of the 20th October last (Confidential print, No. 41352) as to whether Formosan sugar should be regarded as bounty-fed, the Board would be glad to be advised what answer should be returned to Messrs. Czarnikow and Co.

The writer begs to thank the collector for his kind reception in interview to-day. As put before you, our London house writes to us under date the 12th February :—
"We have recently asked Brussels, through our Antwerp house, whether Formosa sugars are considered by the convention to be bounty-fed, and the reply came that they were not, therefore not black-listed. Being surprised at this answer we put the question again, but received the same reply."
From that which you tell us there has been nothing to above effect whereby to occasion any revision of your printed regulations.
We understand that your reading of the regulations includes Formosa with Japan as non-convention countries.
Your kind assistance in clearing up the ambiguity we have ventured to ask from you, and thank you for your promised help.
It is very important to us as sellers to the United Kingdom of Formosa sugar.
